Clean-slate neighborhoods

I've been reading on MTS2 and MATY about making a completely Maxis-free neighborhood and designing it to your liking. I'm wondering if anyone has used it, especially Lothere. I'm sure I'm not the only one who wishes to have more control of NPCs, if they should have the luxury of existing at all. Does anyone know anything about this? From what I've been reading, using the deleteallcharacters cheat can seriously bork your game. I'd really love to have a neighborhood with more interactivity and don't want townies that have been around for generations. It's strange to think of some of them being around since the beginning and seeing 4th and 5th generation sims running about.
For those who may not be familiar with what I'm talking about, here is the MATY link and here is the MTS2 link. Thanks for any input. And sorry if this is in the wrong section.

I did a neighborhood similar
Submitted by Lisa on Tue, 02/12/2008 - 12:18.I did a neighborhood similar to what you're talking about once. I created a new 'hood and then spawned the townie tree with boolprop. I then used it to kill all the townies & NPCs because I didn't want the default Pleasantview ones. Then I used it to create new townies & from what I've read, the NPCs will generate as needed.
I deleted all of my townies
Submitted by Lothere on Tue, 02/12/2008 - 12:30.I deleted all of my townies at the beginning of the story, and I still don't have any base game townies. I don't remember how I did it exactly, but I followed some tutorial that had you create the neighborhood, and then before you did anything, exit the game and delete some stuff. It's been over 2 years since I made Lothere, though, so I don't remember the details. I also recall regenerating new random townies following a procedure similar to what Lisa described, but that was back before Lothere.
Since then, I have installed a few no townie regen mods but they haven't been helping me. I have tried deleting the nightlife NPCs (I guess they are from NL, since they include vampires) but it seems like they keep coming back. Perhaps because I am constantly creating new downtowns. Also I have tons of cats and dogs, and they keep coming back too. I wish I knew how to get rid of them for good... I am getting close to 1000 character files now, and I'm sure it's not helping my load times.
So I too would be interested to know how other people have handled the problem, particularly if there's something you can do for a neighborhood that already exists, to clean it up a little. Back when I actually played, I remember getting furious at those stupid townie kids that came home from school with my Sims, generation after generation.
I will check out the MATY and mts2 links when I get home from work, thanks for those.
I'll try to remember to
