Already in the Prologue little Vash said:
And in all three of "Vash thinks like an elf", "Vash confides", and "Vash regrets", Tashnu's role has been primarily to freak out at various suggetions of rule-breaking and crime, while his brother Shosudin totally ignores him and Vash throws an emo fit.
Tashnu's one big crime is keeping Nina around, but that has to be eating him up inside. His own friends and family don't approve of that. Even if he loves her, it can't be a healthy sort of love. Tashnu is not a rebel -- unlike Shus, who breaks rules without breaking a sweat.
